The Armed Forces are launching a new stage of digitalization of personnel accounting: the first hundred military units are already working daily in the official system of the Ministry of Defense «Impulse», transferring personnel processes from paper to digital.
According to the Ministry of Defense, the units that have connected to the system have already imported personal data of military personnel and are performing basic routine operations in Impulse: generating reports for the command, creating orders for the combat unit, closing daily orders, keeping records of presence and movements, and issuing appointments to positions and exclusions from lists due to health or family circumstances. According to the department, the leaders in terms of implementation rates are: the 10th, 11th, 16th and 21st army corps. In the specified priority parts of these corps, full-fledged digital work has already been established: personnel do not prepare separate Excel spreadsheets or paper journals, but work directly in the system, where data is updated in the daily accounting mode. This makes it possible to get an up-to-date picture of personnel more quickly and reduces the number of errors due to manual entry of information.
«Impulse» was created by IT specialists of the Center for Scaling Technological Solutions of the Armed Forces of Ukraine, and deployment is provided by units of the Ministry of Defense and the Defense Forces themselves. The system operates in a closed, protected environment: only authorized users have access to personal data, and all actions with information are logged, which simplifies control and internal audit.
In fact, Impulse becomes a single «point of truth» regarding personnel: instead of fragmented databases in different structures, data is accumulated in a single system with unified fields and formats. For personnel services, this means less technical work on preparing reports and more time for real personnel management: planning rotations, staffing, and analyzing needs for specialists.
The Ministry of Defense emphasizes that the transition of the first hundred units is only the start of a large-scale deployment. In the future, data from «Impulse» should become the basis for new services in the «Army+» application, medical information system, and other digital products of the defense sector: from interaction with military registration and enlistment offices to automation of social support for the military.
