The order dated December 30th states the need to «ensure further cooperation with the People’s Republic of China in conducting technological research and development in the field of artificial intelligence», — Business Insider reports.
Trade restrictions due to the full-scale invasion of Ukraine have limited Russia’s access to financial payment technologies, forcing the occupying country to seek substitutes in the form of parallel imports and domestic substitutes. It has also had to create alternative systems for processing payment transactions and transporting sanctioned oil around the world.
But finding technological alternatives to Western products has not been easy. A former senior Russian finance official complained as recently as 2022 that Russia would be using second-rate technology for years and wasting «huge resources» replicating what already exists.
Products heavily affected by Western sanctions include semiconductor chips, aircraft parts, and medical supplies. Sberbank CEO Gref said in April 2023 that graphics cards for AI and supercomputers are the hardest to replace.
Alexander Vedyakhin, first deputy chairman of the board of Sberbank, said last month that Russia is six to nine months behind the United States and China in AI on a number of parameters. According to him, the Russian Federation will focus on developing large language models, rather than building huge data centers.
The Russian-Chinese AI partnership could lead to even greater censorship in those countries. Chinese officials have previously tested large language models created in China to ensure they embody «core socialist values».
It was previously reported that the Taiwanese company TRC manufactures and modifies servos for universal flight and correction modules on behalf of the Russian occupiers. This helps them convert unguided bombs into high-precision gliders.
