The Supervisory Board of the Defense Procurement Agency (DPA) has appointed Artem Romanyukov as the interim acting head of the structure. In his new position, he will continue to transition defense procurement to competitive tenders, digitalize processes, and strengthen anti-corruption work.
The Supervisory Board of the Defense Procurement Agency (DPA) has appointed Artem Romanyukov as the interim acting head of the structure. In his new position, he will continue to transition defense procurement to competitive tenders, digitalize processes, and strengthen anti-corruption work.
According to Romanyukov, the main task is to ensure the stable and uninterrupted provision of the Armed Forces of Ukraine through transparent procedures and effective use of funds.
"The front should receive the best for reasonable money and through transparent procedures. I will use all my knowledge and expertise to achieve this goal. It is a great honor for me to continue working to strengthen the Ukrainian army," emphasized the newly appointed acting director of the AOZ.
While managing the agency, he will implement the regulatory developments of the Ministry of Defense, in particular electronic procedures for the procurement of weapons and military equipment.
Artem Romanyukov has many years of experience in procurement and digital transformation. He worked at the Ministry of Strategic Industry and Industry and the Ministry of Defense (heading the Directorate of Digital Transformation and the Directorate of Procurement Policies), where he laid the foundation for the transition of arms procurement to an electronic system.
Participated in the development of the Prozorro system, as well as in the launch of stagnant digital services - "Reserve +", "Army +", electronic reports and military accounting documents. Managed the development of the procedure for using EU funds within the framework of the special loan Ukraine Support Loan for 2026–2027 for the purchase of weapons and equipment. Also began work on the Register of Manufacturers and was responsible for the launch of the first stages of the Basic Level of Support for Units.
