Information about border crossing will reach the tax office in a matter of seconds: the State Tax Service and border guards launch rapid data exchange
The State Tax Service (STS) and the State Border Guard Service have signed an agreement on automatic data exchange. From now on, information about border crossings will reach tax officials in a matter of seconds. However, the agencies emphasize that this does not mean the emergence of new inspections, new rules, or restrictions for ordinary citizens.
How it worked before
Until now, cooperation between the two services has been slow and paper-based, the State Tax Service explains . If tax officials needed to find out whether a person or a company director was in Ukraine on a certain day, they had to issue an official paper or email request, send it to border guards, and wait while a State Border Service employee manually found the information in the database, wrote a response, and sent it back.
This process could drag on for days or even weeks, taking up a lot of time from employees of both departments.
What will automatic data exchange change?
Now all the "manual" work has been given to computer systems. The process looks like this:
the tax inspector makes an electronic request;
The border guard system automatically finds the desired record and provides an answer in a few seconds.
Regarding security, a tax inspector cannot just look through the databases. Each request is made on a case-by-case basis - regarding one specific person or car and only if there is a legal basis. The tax officer also signs each request with his personal electronic signature (CES). All actions are recorded in an electronic journal. It is impossible to view someone's data "out of curiosity" or anonymously. Information exchange takes place through the protected National Confidential Communication System.
