The Ministry of Internal Affairs of Ukraine is implementing a new information and communication system "Likon", which will allow automatically searching and comparing photos of people through the department's databases.
The relevant Regulations on the operation of the system were approved by the Ministry of Internal Affairs by Order No. 596 of June 26, 2026, LIGA ZAKON reports .
The main goal of "Likon" is to optimize investigative processes. The system will work in three key areas:
identification of persons suspected of committing crimes;
search for missing citizens;
identification of persons who, due to age or health condition, are unable to independently provide information about themselves.
An important legal feature of the system is that the results of automated photo matching are of an exclusively auxiliary nature. And the automatic matching of faces in the system is not independent evidence.
Before making any procedural, administrative, or other legal decision, police officers are required to carefully verify the data received through other sources of information and official procedures provided for by law.
To avoid abuse, the system strictly prohibits general surveillance or copying of data without permission. Every action of officials is recorded in electronic logs, and uploaded photos are deleted immediately after the session ends. This approach allows for effective tracking of people while at the same time reliably protecting the privacy of citizens and their personal data.
