Nova co-owner Vyacheslav Klimov said this in a comment to Forbes Ukraine.
On December 26, 2025, the Law on the Bank of Financial Inclusion came into force in Ukraine. Its goal is to ensure equal access to financial services for all residents of the country, regardless of income or place of residence.
Nova is currently conducting active consultations with the NBU regarding obtaining a license for a financial inclusion bank, as applications will only begin on June 26 of this year.
The intention to create a financial inclusion bank does not cancel Nova's plans to buy a full-fledged bank , the deployment of which is an expensive process or physically impossible in small settlements.
Obtaining a fininclusion bank license will allow Nova to expand the list of services in its own network, in particular, the ability to provide loans and deposits to individuals, microenterprises, and small businesses.
Nova's competitor in this field may be Ukrposhta, which also intends to obtain a limited banking license .
