She spoke about this in an interview with "Rendezvous with Yanina Sokolova." Berlinskaya called on the country's military-political leadership to intervene in the situation and force the enterprise to transfer technology to private or other state-owned manufacturers.
"There are means that can very effectively — and even the enemy knows this perfectly well — shoot down the air threats that we face. The only issue is that KB Luch does not want to share — it does not scale itself and does not want to share with other manufacturers," Maria Berlinska noted.
She emphasized that there is currently a legislative framework that allows for the transfer of licenses and design documentation to other companies if the original developer is unable to meet the needs of the front. According to her assessment, the design bureau's capacity allows for the production of about 100 units per month, while the actual need of the Defense Forces is about 15,000 units.
Berlinska cites the private financial interests of individual officials and corruption ties as the main reason for this refusal. According to her, the company's supply chains involve relatives of law enforcement officials and business clans who do not want to lose control over resources.
The Kyiv State Design Bureau "Luch" is one of the leading developers of guided missile weapons in Ukraine, in particular the "Neptun" anti-ship missiles and the "Stugna-P" anti-tank complexes.
