The Cabinet of Ministers of Ukraine has amended the draft law on involving enterprises in air defense. The updated rules allow businesses to protect other companies' facilities under a contract, involve youth over 18 years of age in air defense groups, and use manned aircraft and interceptor drones with combat units.

The updated rules allow businesses to protect other companies' facilities under a contract, involve youth over 18 years of age in air defense groups, and use manned aircraft and interceptor drones with combat units.
The decision, initiated by the Ministry of Defense of Ukraine, was announced by the press service of the ministry. The changes were made against the backdrop of increased Russian air attacks on Ukrainian critical and energy infrastructure.
Six major updates have been introduced for enterprises:
Companies that have joined the project can now protect not only their own facilities from air attacks, but also the facilities of other enterprises on a contractual basis.
It is permitted to transfer air defense assets between authorized enterprises by joint decision with the command of the Air Forces of the Armed Forces of Ukraine.
Companies with Defence City resident status or those recognized by the Ministry of Defense as critically important can join the project.
The possibility of using manned aircraft as part of air defense groups has been regulated, as well as the use of drones that intercept combat units and electric detonators.
The minimum age for members of mobile or stationary enterprise air defense groups has been reduced from 21 to 18 years.
As before, all private air defense units operate under the strict control of the military command and are an integrated part of the unified air defense system of the Defense Forces of Ukraine.
The experimental private air defense project was launched on the basis of Cabinet Resolution No. 1506 of November 19, 2025. According to the Ministry of Defense, as of October, almost 100 enterprises had joined the initiative, and their units had already destroyed more than 60 air targets, including Shahed strike UAVs and Zala reconnaissance drones.
