The Ukrainian IT industry remains highly mobile and sensitive to external challenges: about 20% of IT professionals already work from abroad, and 6% of IT companies are considering the possibility of completely closing their offices in Ukraine.

The Ukrainian IT industry remains highly mobile and sensitive to external challenges: about 20% of IT professionals already work from abroad, and 6% of IT companies are considering the possibility of completely closing their offices in Ukraine.

Such data were published in the study «Diia.City — a strategic asset of Ukraine. The place of Ukrainian jurisdiction in the global technological ecosystem», conducted by the law company Juscutum together with Diia.City Union and provided to the editorial staff of dev.ua.

As the document notes, the full-scale war intensified the relocation trend, so two-thirds of IT companies were forced to relocate (partially or completely), and about 25% completely relocated abroad.

According to the study, there is a significant personnel outflow: currently, about 120,000 IT specialists have left abroad, and of them, approximately 62,000 — 64,000 continue to work for Ukrainian companies remotely.

The study indicates this as a long-term risk, as the consolidation of companies and specialists in other jurisdictions as taxpayers means a narrowing of the tax base in Ukraine.

In addition, the digital nature of business in the IT sector allows you to work from any location, so about 54% of Ukrainian IT companies have offices/representative offices abroad, and 51% of IT managers plan to further expand their presence outside Ukraine.

The fact that the EU has granted Ukrainians temporary protection and the right to work also simplifies the migration of IT specialists and businesses.

At the same time, according to the authors of the study, the legal regime of Diya.City remains one of the key tools for supporting the industry. Today, the space includes more than 4,300 resident companies, and in 2025 alone, residents of the space paid more than UAH 34.6 billion in taxes to the budget.

As dev.ua previously wrote, 43.5% of IT companies are thinking about relocation, but this figure is lower among residents of Diya.City.

Meanwhile, since January, EPAM has been offering employees $1,000 to move to safer regions or abroad.
