The accelerated procedure for issuing permits for the export of Ukrainian weapons, launched in the summer, has not yet worked. In three months, not a single permit has been issued through the so-called fast track. The NSDC claims that for the mechanism to be fully launched, it is still necessary to form a list of critical weapons and finalize the resolution itself.

This was stated by David Aloyan, Deputy Secretary of the National Security and Defense Council and Chairman of the Interdepartmental Commission on Military-Technical Cooperation Policy and Export Control, in an interview with LB.ua.

Fast track was introduced by Cabinet Resolution No. 875. The essence of the mechanism is to simplify export for applications that do not require additional examination.

Currently, the application first undergoes coordination between departments, and then it is considered by an interdepartmental commission. Fast track was supposed to allow skipping this last stage. If all departments gave the “green light” and the product was not on the list of critical weapons, the State Export Control Service should immediately issue a permit for its export.

But for the system to work, at least two separate lists are needed. The Ministry of Foreign Affairs must determine the countries for which a simplified export procedure can be applied, and the Ministry of Defense must form a list of critical weapons. The latter has not yet been formed. Aloyan did not specify whether the list of countries is ready. In addition, the government needs to determine how the administrative fee for exports will be directed to a special fund to provide for the Defense Forces.

The National Security and Defense Council has already submitted to the Cabinet its proposals for amendments to the resolution, formed after consultations with representatives of the defense industry.

According to Aloyan, the immediate goal of the commission is to hold a meeting with a renewed composition in early October and finalize Resolution No. 875. The commission is currently considering about 80 export applications. Previously, it processed about 40–50 during one meeting.

Previously, dev.ua wrote that on July 1, the Cabinet of Ministers launched a mechanism for the controlled export of Ukrainian weapons and defense technologies.
