According to the press release and analysis of procurement in Prozorro on the Clarity Project platform, the largest expenses are for «software-related services» (approximately 90%), «software development» gives another about 9%, other categories — about 1%. Detailed positions and winners can be seen in the largest tenders section, which indicates stable demand for integration, automation and service support of large systems.
Kyiv city structures have formed the largest portfolio, approximately UAH 400 million, of which the KP «GIOC» signed five agreements for the modernization of city IT services for almost UAH 95 million. The second is JSC «Oschadbank» with purchases for approximately UAH 390 million for updating software platforms (IBM, F5 Networks, Carbon Black Endpoint) and cyber defense. The Ministry of Education and Science invested in cloud resources for national exams: two tenders for UAH 5.3 and 3.4 million were won by LLC «Kraina Soft» (AWS hosting). SE «Forests of Ukraine» is considering the implementation of an ERP system for approximately UAH 236 million.
Outside the capital, «operational» purchases dominate: technical support, administration, website updates with an average check of up to UAH 100,000. The main customers are schools, hospitals, universities, and local governments. Among the suppliers, there are mainly local sole proprietors who ensure the daily operation of digital community services.
The top 5 suppliers are: LLC NVP «Information Technologies» (approximately UAH 170 million, nine customers), LLC «Medyrent Solutions» (approximately UAH 102 million, two customers), SE «Infotech» (approximately UAH 93 million, 22 customers), LLC «Ukrainian Infosystems» (approximately UAH 74 million, KP «Informatika») and LLC «Center Consulting» (approximately UAH 72 million, Dnipro City Council).
The agenda includes centralizing large projects in Kyiv and at the national level, increasing investments in cybersecurity (over 15% of civilian IT spending), and moving to cloud services as the standard for government agencies. At the same time, average savings in tenders remain below 2%, and the number of participants is often limited to one or two, which increases dependence on a narrow circle of contractors. The industry needs more transparent criteria for large integrations and support for regional teams, on which the quality of daily e-services depends.
