The head of the State Financial Monitoring Service of Ukraine, Philip Pronin, announced the discovery of a large-scale scheme to circumvent sanctions and finance terrorism. According to the agency, more than $13 million passed through the crypto account of one Ukrainian citizen, of which $3.5 million was linked to sanctioned Russian services and Iranian military structures.
The subject of the investigation currently resides in an EU country. The movement of funds in his account showed signs of an unlicensed exchange of virtual assets: money was transferred from outside the account and transferred almost immediately without any trading or investment.
"They came from exchanges and exchangers without customer verification, including sanctioned platforms linked to the Russian Federation or involved in circumventing sanctions. They went to non-custodial wallets with ties to Russian exchanges. Some of the transfers went to the Islamic Revolutionary Guard Corps, a military formation of Iran recognized as a terrorist organization," Philip Pronin noted .
To conceal his activities, the defendant used a VPN, made internal transfers mainly with citizens of Ukraine and Russia, and also logged into other accounts from devices associated with his own account.
The investigation revealed the individual's connections to over 35 foreign companies in various jurisdictions.
The totality of the facts revealed indicates the operation of an extensive cross-border network for money laundering, terrorist financing and circumvention of international sanctions against the Russian Federation.
The State Financial Monitoring Service has already transferred the collected materials to law enforcement agencies for further investigation and bringing the perpetrators to justice.
