Durov assured that Telegram deletes 15 to 20 million accounts every month for violating the law and is working to improve moderation procedures.
The founder of the Telegram messenger, Pavel Durov, who has been under house arrest in France since August 2024, announced improvements to the platform’s moderation and cooperation with law enforcement agencies.
As France Info reports, on December 6, Durov appeared before two investigating judges, denying charges of facilitating criminal activity on the platform.
According to the businessman, Telegram is not intended to support illegal activities, and users who distribute criminal content harm the company’s reputation.
The judges raised the issue of the mass distribution of illegal content on the messenger, including drug sales, stolen bank details, offers to hire killers, and children’s criminal content.
«Regarding cases of distribution of child criminal content, we delete it on the same day,» Durov noted. He also reported that Telegram cooperates with associations that combat child exploitation and has begun to respond more actively to law enforcement inquiries.
According to the French publication, Telegram transferred the data of more than 10,000 users to law enforcement agencies in various countries between August and September 2024. During this period, the messenger satisfied all requests from the French Office for the Combating the Exploitation of Minors (Ofmin), although the company had previously ignored similar requests.
Durov admitted that the arrest signaled to him the seriousness of the problem, prompting him to increase control and cooperate with the authorities to combat criminal activity.
«Who would have thought that in 2025 Russian Telegram users would have more freedom than European ones?» Durov responded to the blocking of Telegram channels of Russian propaganda media in the EU
