e-VOD at school: what they have the right to demand and how digital military registration works for students

The main thing: for most conscript students, the e-VOD is the main and only form of document. The school has no right to demand a paper equivalent or other certificates.
What is e-water and where to get it?
An electronic military registration document is generated in the «Reserve+» application or through the «Diya» portal.
The document contains data from the draft register and has a QR code for verification. It can be shown from a smartphone or printed.
Both options have the same legal force.
This is directly provided for by Cabinet Resolution No. 559: the form of the document (digital or paper copy) does not affect its validity.
Why is the school checking this?
The request for a military registration document is not the school’s initiative.
According to Cabinet Resolution No. 1487, educational institutions are required to maintain personal military records, check the availability of military ID cards, and store this data in students' personal files.
That is, the requirement is legal — but only within the limits of certain rules.
Who does this concern?
Every year from January 1 to July 31, young men who turn 17 must register for military service.
This can be done online — through an electronic account, or in person at the CCC. After that, a VOD is formed — in most cases in electronic form.
If a student has not yet registered, he will not have an e-VOD — and the school can only remind him of the need to do so.
How e-VOD is checked
At school, the document is checked via a QR code — an authorized employee scans it, and the system shows the current data from the register (full name, date of birth, accounting category, CCC). If there is no technical possibility, the check can be carried out via CCC.
It is also allowed to submit a printed e-VOD and attach it to the personal file.
An important nuance
The e-VOD is valid for 1 year. After that, the document must be updated via «Reserve+» or «Act».
Cyber police have taken to court cases of businessmen who entered data on fake HIV-infected people into the information system. This allowed them to be removed from military service and travel abroad.
