Director of Defense Enterprise Development and Air Force Reserve Officer Anatoliy Khrapchynsky has a number of critical comments about the version of arms exports that Ukraine is now beginning to implement with the participation of European partners.

In his Facebook post, Khrapchinsky stated that «managed exports» are now considered by many to be a «breakthrough», but, in his opinion, in the current configuration it «risks losing everything that Ukraine has achieved in defense technologies during these years of war.»

«When manual control appears instead of transparent rules, the market does not scale, but collapses. Engineers are not integrated into joint production — they are simply lured away. Technologies do not enter Europe legally — they are copied without Ukraine. Investments do not come to joint ventures — they go to purely European jurisdictions without the Ukrainian flag,» Khrapchinsky is convinced.

The defense enterprise development director also added that today this topic requires public discussion, «before 'management' turns into a loss of subjectivity.»

«As a result, we risk being left with an „export allowed“ sign, but without people, without R&D, and without our own role in the European defense chain,» Anatoliy Khrapchinsky warned about the risks.

On the air of Radio NV , he called for the ratification of European legislative initiatives on arms exports and the implementation of these norms into Ukrainian legislation.

«If we are heading to the European Union, then, of course, we need to talk about the ratification of such legislation and its implementation within Ukrainian capabilities,» Khrapchinsky believes.

In his opinion, in the format that is now announced, most miltech companies will not receive proper opportunities.

«The situation is still closed. Most manufacturers will be forced to draw up a large amount of documentation in order to obtain permission for such cooperation. At the same time, this permission may not be granted or if there is some error in the documents, the company will be charged with Article 333, effectively accusing it of treason for selling technology,» Khrapchinsky outlined the disappointing prospects.

Recall that the day before, Maria Berlinska, a volunteer and founder of the Center for Aerial Intelligence Support and the Victory Drones project, published a brief transcript of her conversation with one of the drone manufacturers, who stated that exports were open «only for our own.»
