The Ministry of Defense allowed critical infrastructure operators to purchase and import electronic warfare equipment to protect facilities

According to the Ministry of Defense, the complexes were transferred to the military for free operation and connected to the national air defense system. The enterprise remains the owner of the electronic warfare equipment, but they are used by an authorized military unit determined by the Main Directorate of Radio Electronic and Cyber Warfare of the Armed Forces of Ukraine. Defense Minister Denys Shmyhal stated that the initiative is being implemented in accordance with the decision of the Supreme Commander-in-Chief’s Headquarters and is considered a model of interaction between the state, business and the military.
The participation algorithm looks like this: the company applies to the State Defense and Security Agency to strengthen the cover, then the military models the threats for a specific location and offers several options for equipment. After that, the operator gets the right to buy or import the necessary equipment, install them at the facility and conclude a free operation agreement with a specific military unit. The operator cannot independently use powerful electronic warfare, because it is a weapon that can affect other systems and equipment.
As part of the experiment, the Ministry of Defense approved a standard form of contract, collected feedback from operators on practical difficulties, and determined the procedure for updating data on the characteristics of enemy air attack means so that new effective solutions could be quickly taken into account in the modeling. Due to ownership, electronic warfare cannot be moved to another region or used to cover another object.
