As the Minister of Digital Transformation, Mykhailo Fedorov, said at the largest IT event organized by the DOU editorial office, DOU Day 2025, instead of clicks and classic forms, users will have the opportunity to interact with the state through a live dialogue, like with a chatbot based on a large language model.
«We have completely rethought what we are doing with Diia. If in 2019-2020 the state created a sexual mobile application for the first time, now we have to make another leap. Everything that is not like ChatGPT no longer meets people’s expectations. Diya must transform into Diya AI,» the minister is quoted as saying by DOU.
«Within six months, „Diia“ will become a chat room. Yes, not all services will be available at once, but the first ones will appear in the summer,» Fedorov noted.
According to him, the first stage will see the launch of a beta version on the portal in June 2025. Users will be able not only to ask questions about how to find a TsNAP or what certificate is needed to cross the border, but also to issue a service using a text command. «For example, you can simply write: ‘Send me a certificate of income for 2023.’ And the system will automatically generate and send the document,» says Fedorov.
He also announced that the «eRecovery» program, which includes integration with commissions, photo evaluation, real estate registers, and many offline stages, will be processed using artificial intelligence.
«In the future, you will be able to say in your voice: ‘A missile hit my house, I want to receive compensation,’ and the system will guide you step by step: it will ask for a photo, create an application, and send it to the commission,» explained Fedorov.
He noted that the Ministry of Digital is currently testing the technical parameters of the launch: token costs, infrastructure load, integration with the backend. Also, the official added, negotiations are underway with a large international company to create a national AI infrastructure — completely within the country, taking into account military and security risks.
In the future, according to him, voice access to government services will become the norm, and classic interfaces will become a thing of the past.
In addition, Fedorov reported on the yfvshb plan to separate «Diya» into a state-owned company. «"Diia»» began some monetization in May. In June, we will probably earn the first money and we will gradually separate «Diia» into an independent company. That is, «Diya» will become a marketplace where businesses will be able to launch certain services and use its internal infrastructure. Perhaps then the shares of this company will be sold,» says Fedorov.
This is where artificial intelligence comes in. According to Fedorov, users may not know even half of the services available in Diya, but through integration with business, there will be many more.
The minister named the document sharing option as a source of monetization. «Through „Diia“, tens of thousands of accounts are opened online per month. We had a case with monobank, when 22,000 accounts were opened per day using sharing in „Diia“. That is, the financial sector is ready to pay for the opportunity to open an account online in a few minutes,» said Fedorov.
Earlier, Fedorov promised that this year the «Diya» service will have significant innovations, in particular, a change in the interface.
