From schoolboy to civil servant. The Ministry of Digital Affairs presented the draft of the National Cyber Hygiene Strategy

The Ministry of Digital Transformation, together with the State Service for Special Communications, the National Cybersecurity Center, and BRDO, presented the draft National Cyber Hygiene Strategy — a visionary document that defines the systematic development of a culture of safe behavior on the Internet in Ukraine by 2030. The goal of the strategy is to make the digital environment safe for every Ukrainian and form new standards for the responsible use of technologies.
The draft strategy contains three strategic objectives with specific implementation plans and measurable results. The document provides for:
Involve 2 million citizens in cyber hygiene programs and increase population awareness to 10%.
Implement security standards in 90% of government institutions and conduct a pilot with 100 large companies.
Ensure that 80% of civil servants have obtained a cyber hygiene certificate.
Integrate cyber hygiene courses in 10% of schools by 2027 and 20% by 2030.
Increase awareness among vulnerable groups (minors, senior citizens, veterans).
"The level of cyber threats is growing every day, so the culture of cyber hygiene is not only about personal caution, but also about national resilience. We want every Ukrainian — from a schoolchild to a civil servant — to understand the basic principles of security in the digital environment and apply them in everyday life. This draft strategy creates a systemic framework that will help the state, business, and citizens be more resilient to cyber threats," said Vitaliy Balashov, Deputy Minister of Digital Transformation of Ukraine for Cyber Defense.
The draft strategy is based on the cyber hygiene recommendations provided by the European NIS Directive 2 and ENISA best practices. Key cyber hygiene standards include:
Multi-factor authentication.
Vulnerability management.
Backup.
Regular user training.
The strategy also takes into account the experience of the USA, UAE, Estonia, Singapore, Finland and Japan, where state training programs are already in place.
Also during the event dedicated to the strategy, the Ministry of Digital Affairs presented the results of a new study of the level of digital literacy of Ukrainians , which for the first time touched on the AI industry.
