The bill provides for communication quality control through crowdsourcing.
"Users will be able to help the state measure the real quality of mobile communications, for example, Internet speed or coverage stability, directly from their smartphones. This will allow identifying "problem areas" and force operators to actually improve services," the People's Deputy explained.
In addition, speed measurement will become an official quality parameter. "Data transfer speed" was not an official quality criterion, which made it impossible to check how operators were fulfilling their license obligations. The changes to the law correct this: speed will be clearly spelled out as a key indicator of mobile communication quality.
The changes also provide for a single standard for emergencies .
"In the event of war, blackouts, or emergencies, the national electronic network management center will be able to enable national roaming so that Ukrainians are not left without communication even during crisis events," Fedienko added.
Finally, the changes bring Ukrainian legislation closer to EU Directives 2018/1972 and 2015/2120 — documents that regulate access to the open Internet and roaming within the EU.
