The General Chereshnya company claims that the latest tenders of the Defense Procurement Agency carry risks of corruption abuses and are «specifically» designed for a specific manufacturer.

In its statement sent to dev.ua, the company specifically drew attention to the ignoring of the procurement module on the Prozorro platform, as well as the fact that the procurement is allegedly being carried out in a manner not provided for by law.
«The combination of circumstances — an opaque, non-systemic method of conducting the procurement, selectively detailed technical specifications, lack of qualification criteria, a knowingly insufficient term, and undefined discretionary requirements — gives reason to believe that the procurement conditions could have been determined for a specific manufacturer, which constitutes a corruption offense and violates the principles of non-discrimination and fair competition,» the position of the manufacturing company states.
In particular, this concerns the purchase of attack UAVs with a fiber-optic communication line module.
The company emphasized that Resolution of the Cabinet of Ministers of Ukraine No. 1275 provides for an exhaustive list of methods of defense procurement, while the AOZ allegedly conducts procurement by sending documentation by e-mail to a limited number of enterprises once, without publishing an announcement, without an electronic auction, and without determining the winner through a transparent procedure.
Meanwhile, it is worth noting that today, a volunteer and head of a foundation named after him, Serhiy Sternenko, publicly accused the company «General Chereshnya» of disrupting tenders. According to him, the commercial interests of one manufacturer are now jeopardizing the large-scale purchase of drones for the front.
«One manufacturer is trying to ruin tenders for the purchase of hundreds of thousands of fiber-optic FPVs for the needs of the Defense Forces. This is the company „General Chereshnya“, which is trying to block large-scale state procurement through lawsuits and gossip in anonymous tg channels,» Sternenko noted on his tg channel.
He added that the technical specifications for new tenders were formed with the participation of the military, the General Staff, experts, and manufacturers, and the requirements have indeed become higher, but this is due to the development of technologies and the needs of the military.
In addition, the volunteer once again criticized the company «General Chereshnya» for the quality of its products.
«The purchases have been agreed with European partners. Disruption of the procedure will mean not only new rounds of approvals and loss of time, but will also jeopardize further cooperation and the allocation of new funds for the purchase of weapons for Ukraine,» the volunteer concluded.
