The official’s position is stated in his post on Telegram. In his address, Getmantsev emphasized the absence of plans to increase taxes next year, and urged not to trust «alarmists» about the exchange rate. At the same time, the budget process is ongoing, and the state is negotiating to cover the deficit. Getmantsev also reported on consultations with the EU, IMF, World Bank, and individual governments on attracting funding for the 2026 budget.
The emphasis is on internal revenue reserves. Attention is drawn to de-shadowing: schemes should disappear along with the tolerance of «shadow» behavior. The message emphasizes that it is the exit of business from the shadows that will have a sustainable effect on budget revenues without additional tax pressure on legal taxpayers.
For businesses and citizens, such signals mean greater certainty in planning for 2026. The absence of new rates or additional fees reduces regulatory uncertainty, and the focus on exchange rate stability reduces risks for contracts, imports, lending, and pricing policies. At the same time, it is worth considering that negotiations with international partners are ongoing, so the configuration of external financing is still being formalized within the budget process.
