Global “clouds” instead of vulnerable servers. How Ukraine plans to protect government data during $588 billion reconstruction
The Economic Security Council of Ukraine (ESCU) presented a strategic framework for the country’s digital recovery at the Ukraine Recovery Conference. The document proposes a «trusted integration» model that will allow Ukraine to maintain full control over state data and digital infrastructure, while using the power of leading national, European, and global cloud services.

This was reported in a press release from the organization. The implementation of this framework should address the practical challenge of data security during a large-scale reconstruction, which will require about $588 billion over the next decade.
It is noted that the experience of a full-scale war with Russia demonstrated the vulnerability of physical Ukrainian data centers to missile attacks by the occupiers and prolonged blackouts. However, the distributed international cloud infrastructure in 2022–2023 helped ensure the uninterrupted operation of state registers, the payment of pensions, and the provision of administrative services to citizens.
The new concept is based on a five-level risk classification system:
Closed loop: Critical defense and intelligence systems must continue to operate exclusively in isolated national environments.
Hybrid and cloud approach: public services with a lower risk level (educational platforms, current administration systems) are proposed to be transferred to certified global clouds to increase their resilience.
Similar data sharing practices are already being used by the United Kingdom, Finland, Italy, and Singapore.
«Our companies are already operating at the level of world standards. They need clear rules and open access to the best technologies from the state. The framework of trusted integration, which establishes Ukrainian management standards and at the same time maintains access to global technologies, provides both. This is how Ukrainian businesses will be able to move at the pace required by the country’s reconstruction,» noted Ilona Khmeleva, Secretary of the Economic Security Council of Ukraine.
Overall, the document contains eight key policy recommendations. They concern modernizing public procurement of IT services, creating a level playing field for suppliers, raising cybersecurity standards, and developing the domestic technology market through international partnerships. The strategic framework has already been sent to the Ukrainian government, the Verkhovna Rada, as well as relevant EU, NATO, and international donors financing Ukrainian recovery projects.
