The relevant committee of the Verkhovna Rada approved a bill that proposes to introduce mandatory registration of all drones, their registration with the police, and identification of operators.

According to Censor.net, the Verkhovna Rada’s Law Enforcement Committee approved the bill and recommended that the parliament pass it in the first reading. The key logic of the initiative is as follows: the state should see which drone is taking off and be able to quickly identify the operator if the drone is being used for a crime.

The article directly quotes Vyhovsky: "FPV drones are the best way for criminals to eliminate someone or damage property." It is precisely for these risks that Bill No. 13600 proposes to make the use of UAVs non-anonymous. In particular, it concerns the mandatory registration of all drones with entry in the State Register of Aircraft, as well as separate registration in police units.

In addition, the initiative provides for the registration of UAVs in the National Police units and the identification of users. It is also proposed to establish clear flight rules and introduce a list of documents confirming the right to operate a drone in civilian airspace.

A separate block concerns liability. Administrative sanctions are provided for the operation of unregistered UAVs, flights without proper documents, or driving while intoxicated. If such violations result in harm to people or significant material damage, the initiators propose to apply criminal liability. The proposed norms are tied to the period after the termination or abolition of martial law.

Serhiy "Flash" Beskrestnov, an advisor to the Minister of Defense of Ukraine on drones, also expressed his vision of possible drone regulation . According to him, after the war or even earlier, Ukraine will probably come to a model close to world practice. It provides for the free use of light mini-drones for domestic purposes, while commercial devices weighing more than 250–500 grams will be subject to registration and identification of operators. Such drones, according to international rules, must broadcast a unique identifier (drone ID), and flights in certain zones will be prohibited. At the same time, large homemade FPV drones, in his opinion, may be limited to civilian use and remain permitted only for military, law enforcement agencies, manufacturers, or specialized training grounds. Compact FPV drones as a hobby or sports discipline may remain in a permitted format at specially designated sites.

During the full-scale war, drones became widespread, and FPV gained a reputation as a cheap and effective platform that is easy to adapt to different scenarios. After the war, this class of drones is likely to remain available on the civilian market, so legislators and law enforcement are trying to build a framework in advance that reduces the risks of abuse and simplifies the investigation of incidents.
