In Russia, businesses refuse to use domestic software.

As reported by Russian media, at the end of 2025, Naumen surveyed companies from the financial sector, industry, retail, IT, telecom, public administration, energy, transport, and logistics.

Over 70% of them responded that they continue to use foreign corporate software:

  • 32% of respondents explain that they do not see a domestic analogue;
  • 16% consider Russian-made software too expensive;
  • 12% said they intend to wait for foreign vendors to return.

Corporate software includes CRM systems for managing customer data, project and IT service management systems, document management, voice and text robots for automating customer requests, software for internal communications, etc. But this list does not include operating systems.

This survey confirms data from the Association of Software Developers (ASD). The organization claims that by the end of 2025, only 40-45% of critical information infrastructure companies will have switched to Russian software, although the authorities have obliged them to carry out import substitution within a limited time frame.

The companies note that among the reasons for such a slow transition are the lack of benefits from replacing the software and the funds already spent. Companies also use foreign software due to its high level of reliability, integration into existing processes, and lack of trust in Russian analogues, many of which are still in their infancy and have not stood the test of time.

But the State Duma is already discussing the introduction of requirements for installing domestic software for private companies.

Let us remind you that Ukraine has an open list of prohibited software , which currently consists of 27 pieces of software. But it is dynamic, meaning it will be updated.

Ukraine also wants to introduce a ban on the purchase, use, and distribution of hostile software . This requires the adoption of Bill No. 13505, which provides for liability in the form of financial sanctions in the amount of 2% of the total annual turnover.
