Ukrainian companies believe that the IT industry will suffer the least from allowing men aged 18-22 to travel abroad
At the end of August, the Cabinet of Ministers allowed men aged 18-22 to travel abroad, and many young men have already taken advantage of this opportunity, which has begun to affect the labor market. However, Ukrainian IT companies are convinced that this will not have a significant impact on their work processes and recruitment. What is their confidence based on?

«The percentage of male colleagues under the age of 22 in our team is very small, so we definitely do not expect a significant outflow of personnel. For IT companies, the impact of the updated legislation will generally be much less than in retail or HoReCa — primarily due to remote and hybrid work formats that allow specialists to remain part of the team regardless of location,» the software development company Ciklum told dev.ua.
IT company Railsware noted that it has been remote-friendly since its founding in 2007.
«For us, the key is the result, not the person’s location. That is why we have been cooperating with specialists around the world for many years. In recent years, some of our colleagues have indeed temporarily or permanently changed their country of residence, but this has not affected our cooperation. The team continues to work effectively, no matter where anyone is physically located, thanks to our remote-friendly model and established processes and practices,» Daryna Kuzmyk, Talent&Culture Lead at Railsware, told dev.ua.
She pointed out that unlike retail, HoReCa, or the service sector, Railsware’s business is not tied to an office presence. Employees can work anywhere there is an Internet connection, so there has been no noticeable «migration» impact on the company’s operations.
«In addition, we have offices in Poland. We started working there almost 10 years ago, and since then we have been offering our colleagues relocation there at their own request — and not only to Ukrainians. Anyone can use this option. Our approach allows us to maintain stability, attract talent regardless of geography, and maintain a high level of team productivity,» added Kuzmik.
SKELAR (a venture builder that builds international IT product companies) has long practiced paid internships for students abroad.
«We recently launched a paid internship for Ukrainian students in Poland, after which 10 participants of the first stream got jobs in teams abroad,» Olesya Dzyoba, Head of Talent Acquisition at SKELAR, told DOU.
The Ukrainian IT product company appflame expects that young people will more often choose other countries or locations to live and work.
«We have already had cases when, after the adoption of the law, employees decided to go abroad. We offered them to stay with us remotely. This requires more attention to the involvement and legalization of employees abroad, often increases the tax burden and complicates communication and onboarding, especially for juniors,» Oksana Chernikova, HR Director at appflame, commented for DOU.
According to her, Junior specialists will have to choose: to look for opportunities abroad, where salaries are higher but there are fewer vacancies due to the development of AI, or to stay in Ukrainian companies and work remotely.
