The Cabinet of Ministers allowed the acceptance of drones and electronic warfare without the participation of a state customer: now a quality certificate is enough
The Government of Ukraine has updated the procurement mechanism for domestic drones and tactical-level electronic warfare systems: now the state customer may not involve its representatives in the acceptance of products if the manufacturer provides a quality certificate.

The decision was announced by the permanent representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk, on Telegram. The changes concern the Procedure for the procurement of unmanned systems, electronic warfare equipment and their components manufactured in Ukraine.
According to the update, a manufacturer performing a state contract can independently conduct tests and issue a quality certificate for each unit of production. Such a document confirms compliance with the declared technical characteristics, guarantees the safety and serviceability of the systems, and is the basis for acceptance without the actual presence of a customer representative.
The responsibility for the accuracy of the data provided in the certificate lies with the contractor himself. That is, manufacturers are obliged to guarantee the quality of the products without additional external inspections at the acceptance stage.
What does this change?
Simplifying the procedure will allow for faster transfer of UAVs and electronic warfare to the front, avoid bureaucratic delays, and more actively integrate the products of private companies. This is important given the dynamic development of the Ukrainian drone market and the front’s needs for reconnaissance and protection equipment.
The Ministry of Defense has already taken a step in this direction by signing a memorandum with the Ukrainian Union of Industrialists and Entrepreneurs on cooperation in the field of defense product quality. Today, the Cabinet’s decision paves the way for further deregulation in defense procurement, while maintaining quality control through manufacturer responsibility.
This step corresponds to the general vector of supporting the national military-industrial complex and involving the private sector in providing the Defense Forces.
Recall, we previously wrote about how Ukraine is developing a new type of drones — interceptors that will counter attacks by Russian drones on energy facilities. This was announced by President Volodymyr Zelensky.
