The Cabinet of Ministers has approved a new procedure for the automated issuance and sending of summonses, which should eliminate legal «gray areas» and allow the state to scale the mobilization process.

As reported by People’s Deputy Oleksandr Fedienko, Government Resolution No. 1062 provides for the centralization of the printing of summonses and the official involvement of postal operators, in particular Ukrposhta.
Now, not only territorial procurement centers (TPCs), but also the Ministry of Defense, regional TPCs, and state-owned printing enterprises of strategic importance will be able to print summonses.
Data exchange between state registers is also being launched: now information for the formation of summonses will be taken automatically, without paper media. This means that data on those liable for military service will be combined from the registers of the Ministry of Defense, the tax office, the demographic register, etc.
The official delivery operator becomes Ukrposhta or another postal operator designated by the government. From now on, summonses can be sent by registered mail, which will be considered equivalent to official delivery, regardless of whether the person picked up the letter at the post office.
Lawyers note that previously, sending by letter was considered only as an auxiliary method, and in courts, lawyers often argued that the summons had not been received. The new regulations eliminate such possibilities — delivery by mail is equated with personal receipt.
The changes actually allow for the creation of a mass mailing system, making it impossible to evade mobilization by ignoring mail messages.
At the same time, the resolution provides for additional costs: the CCC and the Ministry of Defense must conclude contracts with Ukrposhta and printing companies, which raises questions about the financing of these processes.
Previously, the government and the Ministry of Defense have repeatedly emphasized that automation of the military conscription system is a necessary condition for transparent mobilization, as well as for synchronization with the «Reserve+» electronic services and other digital registers.
