The solution was developed jointly with the Ministry of Defense to protect personnel from gaming addiction and minimize security risks. This was reported by Deputy Minister of Digital Transformation Natalia Denikeeva. According to her, the technical stage of integrating state registers to launch a quick automatic verification of users is currently underway.
The mechanism provides that when registering or logging into a legal online casino website, the system will automatically check the player’s data not only in the Register of Persons with Restricted Access to Gambling, but also in the special Register of Military Personnel, which is currently being deployed by the Ministry of Defense. Data exchange between the registers will take place in real time through the state electronic interaction system «Trembita». If the system confirms the user’s military status, access to the platform will be blocked.
The developers of the mechanism paid special attention to the issue of cybersecurity and privacy. Gambling organizers will not have direct access to military databases. They will only receive a notification about the presence of a restriction without detailing the reasons — whether it is related to military service or other life circumstances of the player.
«This resolution creates the basis for an additional protection mechanism for military personnel and is part of our systematic work in the field of responsible gaming. It is important that the solution will work automatically, without unnecessary bureaucracy and without disclosing information about a person’s military status,» emphasized Natalia Denikeeva.
The discussion around restricting military access to gambling intensified in the spring of 2024 after a high-profile petition by serviceman Pavlo Petrichenko. At the same time, the President signed a decree restricting the operation of online casinos during martial law, which launched the development of a regulatory framework and technical tools to block gambling addiction in the army. As of 2026, these decisions are moving into the realm of full automation through state registers.
