What happened
On December 19, the Ministry of Justice reported a large-scale failure in the network infrastructure serving the registers. The Ministry of Justice noted that work is ongoing to eliminate the problems. At the same time, the Unified and State Registers, the agency's websites, the State Enterprise "NAIS" and the call center will be unavailable until the end of December 19.
Subsequently, Justice Minister Olga Stefanishyna wrote that, according to a preliminary assessment, there are no threats to the functioning of other resources.
"First of all, the State Register of Civil Status Acts of Citizens, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Real Estate Rights and Encumbrances will be restored."
"After full recovery, a thorough analysis of the attack will be conducted together with relevant authorities to strengthen protection against similar interventions in the future. We are keeping the situation under control and doing everything necessary to restore all services as soon as possible," the minister noted.
Is there a personal data leak?
The leak of personal data as a result of the Russian cyberattack on the network infrastructure of the Ministry of Justice, which maintains state registers, has not been confirmed, Olga Stefanishyna reported today.
According to her, before the press conference, she received information from the head of the State Service for Special Communications and Information Protection that "the data leak is not currently confirmed."
However, the acting head of the SBU cybersecurity department, Volodymyr Karastelov, said that the service cannot yet refute the information that there was no data leak, as the relevant investigation is ongoing. “After receiving all the necessary data, we will provide you with all the information,” he added.
Which registries are temporarily unavailable?
"The State Register of Civil Status Acts of Citizens, the Unified State Register of Legal Entities and Individual Entrepreneurs, the State Register of Rights to Real Estate and Their Encumbrances are not working. Accordingly, all real estate transactions are currently impossible. According to preliminary data, this is approximately for 2-3 weeks. There are two solutions: either they will be able to return everything, or they will have to "fill" everything in a new one. What is the recovery time?
"All data in the registers will be restored, but it will take some time," Stefanishyna said. "All data that was in the Ministry of Justice has been saved, it is subject to restoration. The registers will be restored, all data will be restored. It is a matter of time," the Minister of Justice said on December 20.
On the evening of December 19, she noted that the State Register of Civil Status Acts of Citizens, the Unified State Register of Legal Entities and Individual Entrepreneurs, and the State Register of Real Estate Rights and Encumbrances will be restored first. The time for the primary restoration will be approximately two weeks.
The restoration of the system will begin on December 23, and efforts will be made to get the work done within two weeks. "First of all, the registers that provide accounting for the actions of notaries will be restored. The first priority for us is to restore the register of real rights to real estate and the register of legal entities and individuals," says Stefanyshyna.
She assured that there are no restrictions on the registration of birth, death, marriage and divorce certificates. They will be temporarily carried out on paper. The Ministry of Justice website will inform which civil registration departments can be contacted in Ukraine.
Applications for some payments will be considered after the registers are restored, Stefanyshyna added. For a certain period of time, notaries will work with wills without access to the registers.
Prime Minister Denys Shmyhal said that the restoration of the registers of the Ministry of Justice will take, according to preliminary data from experts, from one to two weeks. Shmyhal reported that a headquarters has been created, the SBU and the State Special Communications Service are working on the matter. According to him, there are backups of all registers with data as of December 18, so restoring information in the registers will not be a problem.
