Current situation in the capital

According to the mayor, last night's attack was the most painful for the capital's infrastructure. Seven out of ten districts of the capital were hit. There was no damage in the Obolonsky, Solomyansky and Podilsky districts. Currently, half of Kyiv's apartment buildings, almost 6,000, remain without heat supply. The city is also experiencing water outages.

"Unfortunately, weather conditions are forecast to be difficult in the coming days. I also appeal to residents of the capital who have the opportunity to temporarily leave the city, where there are alternative sources of power and heat, to do so," the mayor of the capital said.

Utilities are operating in emergency mode. Social facilities, including hospitals and maternity hospitals, are already powered by mobile boilers, but restoring heat to apartments is complicated by the predicted cold snap.

The Russians also resorted to the tactic of repeated strikes against rescue workers. In the Darnytskyi district, the enemy struck a high-rise building for the second time just as emergency services were working there. As a result, an ambulance doctor was killed, and five rescue workers, four medics, and a policeman were injured.

In total, four people were killed in Kyiv, and at least 25 others were injured. Three bodies were found in the Dnipro district, and one person is still missing. 40 objects were damaged, half of which were residential buildings.

Reaction of the Kyiv City State Administration and the Kyiv City Administrative Service

As reported by the Central Dispatch Service for Housing and Utilities at the request of dev.ua, half of the city is currently without heat.

"As of now, several CHPs are undergoing repair work. No one can give a timeframe for the repair work right now," the service employee said.

The Kyiv City State Administration hotline, in response to a request from dev.ua journalists, reported that CHPP-5 and CHPP-6 are not working due to a power outage, not due to a hit, which is why the system does not have enough pressure to supply water, especially to the upper floors. In most areas of the city, water and heat are promised to be restored between 2:00 p.m. and 5:00 p.m.

As reported by the spokesperson of the Kyiv Electricity and Water Agency Kateryna Pop, about 430,000 subscribers in the capital are currently without electricity. Due to a drop in pressure in the networks, some buildings, especially on the upper floors, are temporarily without heat and water supply.

"Centralized heating is currently absent in approximately 1,500 houses - it will be restored after the pressure in the networks stabilizes. Hot water supply is temporarily not supplied to less than 100 houses. In a number of houses, gas was systematically turned off in order to safely eliminate the consequences of the shelling," the KMVA spokeswoman noted.

What parliamentarians and activists say

People's Deputy and First Deputy of the Committee on Energy and Housing and Utilities of the Verkhovna Rada Oleksiy Kucherenko reported that, according to his information, in many districts of Kyiv, utility workers received an order to drain water from in-house systems.

This information is confirmed by Maria Berlinska, who points out that this is a forced step, without which the pipes will simply burst, and the heating system will be completely destroyed.

"For us, this means one thing: in just a few days, hundreds of thousands of people will not be able to stay in their own apartments," said the head of the Dignitas Foundation.

Kucherenko also noted that they will be able to pump water into the system again only after the frost subsides and the temperature rises above zero.
