Latvia became the first country to officially recognize Ukrainian electronic signatures

Since 2026, Ukrainian electronic signatures (ES), included in the European Commission's Trusted List of Third Countries, are equated in Latvia with handwritten signatures.

"From now on, Ukrainian citizens and representatives of Ukrainian companies can use Latvia's digital services as easily and without unnecessary bureaucracy as in Ukraine," the Ministry of Digital Affairs said in a statement.

With KEP you can:

  • interact with banks: sign electronic documents (contracts, acts, invoices) with full legal force;
  • submit applications for state and municipal services in Latvia;
  • do business: sign contracts with Latvian partners online.

To do this, you can use Action.Signature-EU or other e-signatures of Ukrainian centers with an assessment of compliance with EU standards.

This will greatly facilitate communication and cooperation between Ukrainian citizens in Latvia (currently over 31,000), as well as between Latvian and Ukrainian businesses, state and local authorities.

The use of Ukrainian CEP became possible thanks to amendments to the Latvian Law "On Electronic Documents", which entered into force this year.

Recall that Ukraine recognized European CEPs back in 2023. Latvia took a similar step in response, creating a unique case of full digital trust at the international level.
