«More and more countries are actively and strategically developing AI in the country, creating national LLMs trained in local languages. Therefore, Ukraine must act quickly to not only catch up with world leaders, but also become an independent player in this technological race,» he said.
Launching the LLM is one of the key tasks of the WINWIN AI Center of Excellence. We plan to do this in November-December 2025.
LLM will be trained on Ukrainian data, will understand the national context, dialects, and terms.
Based on the national LLM, AI products for the state and the defense sector will be launched.
«We are integrating them into Action, Dream, and the army,» Fedorov emphasized.
According to him, this will create a lot of business opportunities. Entrepreneurs will be able to produce products in various fields — from marketing to finance.
For example:
— automated chatbots for websites;
— voice assistants for companies;
— AI consultants for online stores.
It is important that the Ukrainian LLM will be created with the support of partners from the business sector, not with public funds.
