The Commander-in-Chief of the Armed Forces of Ukraine, Mykhailo Drapaty, has appointed Artem Martynenko as his deputy for digitalization. Martynenko is a military officer and IT specialist who has been working on the DELTA situational awareness system since 2015 and is its chief architect.
The appointment was reported by hromadske on September 23, citing three sources in the Defense Forces.
Martynenko began working on DELTA while still a student at the Military Institute of Telecommunications and Informatics in 2015. Initially, the system was primarily a digital map that allowed the military to see the location of their forces, the enemy, and other objects on the battlefield. In 2017, the rights to the development were transferred to the Ministry of Defense, after which Martynenko moved to the military department.
Since the beginning of the full-scale invasion, Martynenko has been leading the development of DELTA as the chief architect. In 2024, the system was officially put into operation for all units of the Defense Forces of Ukraine. According to the DOU, DELTA is now an ecosystem with a number of modules, including a situational awareness map and streaming.
DELTA also integrates data from various sources, and the system itself is used for planning operations and coordinating units. In 2024, Martynenko told DOU that more than 100 people are working on DELTA, but even such a team is not enough for the scale of the task of digitizing the Defense Forces.
In addition to DELTA, the Center for Innovation and Development of Defense Technologies, where Martynenko worked, is developing other military digital products. Among them are the Avengers artificial intelligence platform for detecting enemy equipment and the UA Drone ID protocol for secure data exchange between drones and combat systems.
In 2025, Martynenko headed the Center for Innovation and Development of Defense Technologies of the Ministry of Defense. Before his new appointment, he was also Chief Strategy Officer of DELTA and Deputy Head of the Center. At the end of August 2026, in an interview with DOU, Martynenko spoke, in particular, about the specifics of military software, the need for engineers, and the development of DELTA.
Now Martynenko will be responsible for digitalization at the General Staff level. He replaced Brigadier General Andriy Lebedenko in this position, who was responsible for the development of technologies in the Armed Forces under the previous Commander-in-Chief Oleksandr Syrsky. According to hromadske, the Central Department of Innovation Activities of the Armed Forces, which Lebedenko oversaw, was also disbanded. The publication’s source in the General Staff linked the dismissal to the audit.
