According to the Ministry of Defense, the changes will take effect on January 1: military units will be able to purchase components for unmanned systems not only from the special fund, but also from the general fund. Defense Minister Denys Shmyhal explained that the additional resource will allow «to quickly complete and adapt drones for specific tasks.»
Previously, units could only cover their needs for parts and upgrades for drones from a special fund. This created a paradox: even if the money was in the general fund, the rules did not allow them to be spent on drone components. Now, as the ministry notes, the purchase of components will be possible at the expense of the entire state funding of the unit, provided for in the direction of unmanned systems.
The department emphasizes that the UAV segment is constantly changing: new solutions appear, application conditions are transformed, and different areas of the front require different configurations. That is why increasing financial flexibility is considered a way to reduce delays in small but critical purchases and more quickly adapt equipment to real conditions.
Procurement of components is often required for operational improvements and repairs of UAVs, and the speed of such decisions on the front directly affects the effectiveness of the use of unmanned systems. The new rules should remove the bureaucratic restriction between the special fund and the general fund within the financing of the unit.
