They became mandatory for alert groups on September 1, but only now has the agency explained how video recording will take place during document checks and the delivery of summonses.

The Ministry of Defense has published detailed explanations regarding the procedure for using chest body cameras by employees of territorial recruitment and social support centers. They became mandatory for alert groups on September 1, but only now has the agency explained how video recording will take place during document checks and the delivery of summonses.

According to the Ministry of Defense, a representative of the CCC and the SP is obliged to warn a person about video recording. Recording starts from the moment the service action begins and continues continuously until it is completed. The device is attached to the uniform (most often on the chest), but if necessary, the serviceman can hold the camera in his hands to record the situation better.

The instructions provide for exceptions: recording can be interrupted if restricted information, military facilities, or if the employee has personal needs (e.g., eating) may be captured in the frame. It is strictly forbidden to delete or edit the materials, transfer them to third parties, turn off the camera without reason, or prevent recording.

After the change is completed, the data carriers are transferred to the responsible person of the CCC and the SP, who checks their integrity and uploads the recordings to a secure server. It will be administered by the Military Law Enforcement Service of the Armed Forces of Ukraine, which should prevent interference or unauthorized access. The storage period of the recordings is 30 days, but it can be extended if the video is used in criminal or administrative cases, when considering complaints, lawyer inquiries or for official investigations.

For non-compliance with the rules, servicemen may be subject to disciplinary action, ranging from reprimand to demotion in rank or position. In the case of gross violations, the materials will be transferred to law enforcement agencies.

The introduction of body cameras was a response to the public outcry surrounding the serving of summonses. Video recording should become evidence in conflict situations. For citizens, this is a way to protect themselves from unlawful actions by representatives of the CCC, and for the military themselves, an opportunity to avoid unfounded accusations. In the future, the recordings will be integrated into a single centralized IT system, which the Ministry of Defense is only forming. This will allow creating a digital archive of all actions of procurement center employees and will become a tool for investigations and control.
