The Ministry of Defense has approved new rules that reduce paperwork during combat losses and speed up the work of UAV units. From now on, destroyed or damaged property is written off using a simplified procedure, and drones can be quickly replenished or decommissioned with a single document.

This is stated in the message of the Ministry of Defense. The new approach is unified for all military units that keep accounting (including brigades outside the service branches). The brigade commander can approve a single act of writing off losses per day within the limit of up to 1.7 million UAH. Any movable property is written off (except buildings and structures). If the accounting is digital, then there is no need to duplicate data in paper books, entries in the ICS are enough.
The write-off of unmanned systems has been regulated separately: devices, their components (antennas, boards, batteries), means of destruction and explosive materials are now removed from the register only by a write-off act based on the results of launches (combat, training, test). Several launches per day — one consolidated act for the entire unit. Approval from higher levels is not required: the document is approved by the commander of the unit on whose balance the property is listed, after approval by the support services within the unit.
The assembly and dismantling of UAVs has also been simplified: instead of requests to the Logistics Forces Command, a quality status change report is sufficient. It is signed by the unit commander. This allows the UAV to be quickly re-equipped for the task and to use exactly those components that the group needs here and now. The standards apply to unmanned aerial systems (Class I), ground robotic systems and water (floating) complexes. Disassembly can be carried out before commissioning (to transfer the necessary components to other units) or after commissioning, if the units are spent, lost or destroyed and restoration is impractical.
A clear list of attachments has been defined for the approval of a single act: an extract from the commander’s order on write-off; an act of changing the qualitative condition (if there was a pre-/dismantling); a statement of determination of the residual value; in the case of «paper» accounting — extracts from the books of shortages and losses; if available — photo/video recording of the destruction; passport/form for numbered positions. It is prohibited to request other documents.
The department emphasizes that the goal is to minimize bureaucracy and free up the time of logisticians and commanders for combat work. Deputy Minister for Digital Development Oksana Ferchuk emphasized that the new rules allow for the complete set of UAVs to be written off in one document per day, and digital accounting eliminates the need to keep additional logs.
Changes have been made to the Procedure for Decommissioning Military Property (Order No. 81) in implementation of the Law «On the Legal Regime of Military Property in the Armed Forces of Ukraine.» In practice, this means faster restoration of units’ combat capability, fewer «hanging» losses in papers, and more efficient turnover of drone components — critically important against the backdrop of the massive use of UAVs at the front.
