Kyiv and Berlin are moving to planned funding of defense IT, with an emphasis on DELTA, Army+, Reserve+, cybersecurity, and digital logistics.
The Ministry of Defense of Ukraine has signed an additional agreement with the German Ministry of Defense on long-term cooperation in the digital transformation of the Armed Forces of Ukraine for 2026–2028. The document records Germany’s financial participation in the development of key products and the protection of critical data infrastructure.
Army+ and Reserve+ receive funding for development, testing, and technical support. DELTA is scaling up with increased resilience and security of data processing. The digital ecosystem of the Armed Forces of Ukraine is expanding: personnel processes, asset accounting, logistics, the DOT-Chain Defence marketplace, and the medical information system. Cyber defense is being strengthened, in particular, the Ministry of Defense Incident Response Center is being expanded.
«This agreement is a signal that support for the digitalization of the defense sector is growing. Allies confirm that technologies provide a significant advantage on the battlefield,» said Deputy Minister for Digital Development Oksana Ferchuk. The three-year horizon makes it possible to plan releases and purchases without pauses, synchronize standards with partners, and increase the readiness of services for peak loads.
The expected effect is faster data circulation, predictable updates and less manual procedures in logistics processes. For the defense forces, this means better manageability, an up-to-date situational picture and reduced risks of supply disruptions.
Germany has been systematically supporting Ukraine’s digital resilience since the first years of the full-scale war; the current agreement translates assistance into a planned partnership format for three years and focuses resources on scaling, integrations, and cyber defense.
