Ukrainians will be able to receive push notifications in the Diia app whenever a government agency accesses their personal data in registries. The goal is to give citizens transparent control over who views their information, when, and for what reason.

The Ministry of Digital Affairs announced the launch of a data access monitoring subsystem in the Trembita interdepartmental system on Telegram. According to the government’s decision, each fact of data exchange between state institutions will be technically recorded, and users will see a detailed message in «Actions» with the name of the body, time of request, and specified purpose.

A little more about «Trembita»

This is a state system of electronic interaction that ensures data exchange between registers using standardized protocols. Its development is part of Ukraine’s approach to European personal data protection rules and the principle of «transparency by default». The Ministry of Digital Affairs promises to separately announce the start date of notifications in the Action and provide instructions for users.

The new mechanism should reduce abuse and attempts at unauthorized access: officials will understand that every action leaves a digital trace, and citizens will instantly learn about viewing their records. Separately, the Ministry of Digital Affairs emphasizes exceptions: notifications will not be sent in cases related to the investigation of crimes, counterintelligence, the fight against terrorism, and during pre-trial investigations — so as not to harm the operational actions of law enforcement officers.

When a government agency contacts the registry to provide a service, Trembita automatically registers the event and transfers it to Diya. The user receives a push with basic parameters and will be able to view the access history in their profile. This creates a personal «log» of data requests, which increases the state’s accountability to the citizen.

The Ministry of Digital Affairs is guided by European practices of transparency in the processing of personal information. The department reminds that a similar tool (Data Tracker) operates in Estonia: the user sees which authority accessed his records and can appeal against unauthorized access. The Ukrainian model is based on the same logic of transparency, but is integrated directly into the Action, which is used by millions of citizens.

For businesses and citizens, the implications are practical. Requesters will be able to verify whether a particular authority has actually made a request within the scope of their service; civil servants will be able to refer to events recorded in the system as confirmation of the legitimacy of the exchange. It also simplifies internal auditing of registers and facilitates the investigation of security incidents.
