Detective Andriy Denisyuk, who was involved in, among other things, investigating abuses in the procurement of drones by the State Service for Special Communications as part of the “Army of Drones” project, has resigned from the National Anti-Corruption Bureau of Ukraine (NABU). In a letter he sent to his colleagues, Denisyuk stated the reasons for his dismissal.

In a letter he sent to his colleagues, Denisyuk stated the reasons for his dismissal.
Detective of the National Anti-Corruption Bureau of Ukraine Andriy Denisyuk, who investigated abuses in the procurement of drones by the State Service for Special Communications, resigned from his job and sent a letter to his colleagues explaining the reasons for his decision.

Earlier, the publication's investigators found out that the state overpaid almost UAH 600 million on the purchase of EVO MAX 4T drones for the Armed Forces of Ukraine within the framework of the "Army of Drones" project. After that, the Ministry of Digital Affairs turned to the NABU, where criminal proceedings were opened in January 2024, but no one has been charged so far.
In the letter, Denysiuk explained that his main complaint against NABU is the bureau's reluctance to investigate corruption during the procurement of drones.
"My main claim is gross irresponsibility with unprofessionalism (or generally bad faith intent), manifested in the unwillingness to conduct investigations into abuses in drone procurement, as well as the lack of transparent and understandable communication in such decisions with the determination of personal responsibility," the text says.
The former detective noted that in April 2023, blatant facts of corruption were revealed in the purchase of drones with facts at the level of the head of the service, but these facts were allegedly not enough for the full picture and suspicion.
"In November 2023, we brought the IT case to the attention of the leadership of the State Service for Special Communications and Information Protection, who were hastily dismissed on the same day, contrary to all procedures. The result of the work of another drone unit in almost 6 months was an inspection and a 3-page letter (after our suspicions) in which they informed officials potentially involved in the scheme about the detected inflated price for one of the drones," Denisyuk writes.
He added that after suspicions from the leadership of the State Special Communications Service, one of the manufacturers reduced the price of drones by half, and the total amount of savings when reviewing contracts amounted to UAH 2.5 billion.
"But instead of a high-quality and timely investigation, colleagues for some reason were engaged in highlighting the detected crimes without fixing them. As it turned out later, this was not the first time they had "highlighted" the same ministry. Then, for some unclear "merits", these same colleagues were promoted in positions, ensuring rapid career growth and opportunities to scale. The results of our investigations frightened the participants in the schemes and led to a further reduction in the price. And the letter sent became an element of impossibility (at least a significant complication) of bringing them to justice due to the lack of losses to the state," the author of the letter writes.
The detective noted that in 2024 he wrote a request for an internal investigation, but it was closed without revealing any violations.
“We are told to catch the ‘big fish.’ But when this fish and other potential ‘big fish’ are already on the hook, and we ask for help ‘pulling’ it, strange things start to happen, like the ones I described above. And these things have no logical and comprehensive explanations. So do you need this ‘big fish’ then?” asks the investigator who left his post.
The author also expressed disappointment with the hypocrisy cultivated in the bureau, and also thanked the employees of the institution who remain faithful to its declared principles.
