According to the Ministry of Defense, the plan combines three major goals. The first is the protection of civilians and critical infrastructure. The department talks about building a multi-level air defense system and developing interceptors, and the benchmark is the detection of air threats in real time and the interception of at least 95% of missiles and drones.
The second goal concerns stopping the enemy on land, at sea and in cyberspace. Here, the emphasis is no longer only on weapons, but also on systemic changes: the Ministry of Defense mentions the renewal of procurement, the completion of the corps reform, changes in training and data-based management. This is a key point, because it is about the digitalization of decisions in the military, and not just the number of equipment.
The third direction is pressure on the Russian Federation’s economic resources for waging war. The Ministry of Defense directly links the Russian Federation’s ability to wage war with oil revenues and names sanctions, coordination with partners, countering the shadow fleet, and joint actions at sea as priorities.
Separately, Fedorov described how they plan to implement these goals. Among the supporting elements of the partnership are technological superiority and the «mathematics of war.» The latter point involves using DELTA and the eBall system to collect qualitative data from the battlefield in order to make decisions based on analytics faster.
This is an important public framework for understanding how the Ministry of Defense sees the role of technology in warfare. Where previously the emphasis was often on separate developments or procurements, they are now presented as part of a single system where air defense, drones, data, and control must work together.
