The National Informatization Center (NCI, part of the Russian state corporation Rostec) has filed for bankruptcy with the Moscow Arbitration Court.
According to Interfax, the application was accepted for consideration on December 23, and the relevant court hearing on this issue is scheduled for January 22.
Back in November, the NCI was considering various options for its restructuring. «In accordance with established procedures, we will now begin the process of settling disputes with creditors in order to continue operations,» the NCI said.
NCI was founded in 2014 and became part of the Rostec State Corporation as the only center of competence in the field of digital technologies. It is a major executor of state contracts, federal and regional projects. The company’s portfolio includes a number of large-scale projects and IT products, and NCI solutions are used by 83 regions of Russia.
In turn, The Moscow Times recalls that the aforementioned company was also engaged in IT services for the 2018 FIFA World Cup in Russia, maintained the IT systems of the Pension Fund, and also developed software for the Russian Post, Rosatom, and the Safe City system with tens of thousands of cameras for monitoring citizens.
It began to face serious financial problems in 2023. At the same time, the Russian Ministry of Emergency Situations, which ordered work on the Safe City system from the National Center for Scientific and Technological Development, refused to accept the fifth stage of work and appealed to the Investigative Committee, accusing the company of fraud of 670 million rubles.
At the same time, Russians have a kind of split personality: Russian government agencies have increased spending on VPN by 683%, while at the same time they are going to spend $500 million to block it for the population.
