Zablotsky reported this on his Facebook page, adding that funds from American donors were used to create the first samples.
«I would really like it if such developments could be financed just as quickly with state funds, but today the bureaucracy and the current control system actually mean that for any atypical decision paid for from the budget, an official risks receiving not gratitude for the result, but a prison sentence. Therefore, the only realistic way out for me now is to look for foreign donors who are ready to finance what Ukraine needs today,» the deputy explained.
As Zablotsky says, if everything goes according to plan, the first jet «shaheeds» can be shot down using these solutions in just a few weeks.
At the same time, the deputy complained that this approach of the state to defense innovations complicates the work, adds unnecessary stages, and delays implementation many times over, although in wartime, the speed of decision-making determines their value.
«The problem will be solved — it’s just a matter of time. Unfortunately, in our situation, time is not measured in weeks or months, but in lost human lives, so I do not regret my own efforts to reduce it as much as possible,» he assured.
At the same time, Marian Zablotsky is convinced that the state system of financing development and control over the use of budget funds in the field of defense innovations needs to be radically reformed.
«We need much more freedom to experiment, rapid decision-making, and the ability to take informed risks where standard solutions simply don’t exist,» he emphasizes.
According to him, Ukraine is losing dozens of human lives and billions of hryvnias in the economy because almost no one within the state system is ready to sign off on a creative solution, even if it may turn out to be the fastest and most effective.
«In war, innovation almost always begins with a bold decision. And the state must learn not to punish such decisions, but to create conditions in which they can be quickly tested, financed, and scaled,» the MP concluded.
