Ukraine will fully transition to the new cryptographic protection standard «Kupyna» on September 1, 2026. The Ministry of Digital Transformation decided to set this final date after analyzing market readiness, as some information system developers needed additional time to technically configure the infrastructure.

This was reported by the press service of the Ministry of Digital Affairs. The department assured that for ordinary users, the change in the standard will be completely seamless, while the level of security of their personal data and digital documents will significantly increase.
Outdated cryptographic algorithms will not be disabled in one day — the transition will take place gradually. Previously created electronic signatures (ES) will work until the end of their certificates' validity period, so users do not need to urgently reissue keys. In addition, all documents that are already signed with the old ES will fully retain their legal status. Information systems and government services will automatically recognize old signatures when checking files, but all new operations will gradually be transferred to «Kupina».
Starting September 1, 2026, all new CEP certificates will be generated exclusively using a new, much more robust algorithm.
The ministry urges businesses and IT professionals to be proactive and check their software compatibility with the new standard in advance. Developers are advised to contact their information system suppliers or technical support to agree on a timeline for implementing updates. Timely configuration ensures that business processes and e-services operate stably and without interruption.
The National Standard for Symmetric Block Cipher «Kupyna» (DSTU 7624:2014) was developed by Ukrainian scientists to replace outdated Soviet crypto algorithms of the «GOST» family, which were used in the public and private sectors for decades.
