Officials declared 10% more cryptocurrency than last year
Ukrainian officials continue to actively invest in digital assets. In 2024, more than 2,000 mentions of cryptocurrency were recorded in the declarations of civil servants. This is 10% more than in 2023 and 2.2 times more than before the start of the full-scale war.

According to the results of the Opendatabot study , representatives of law enforcement agencies declared the most cryptocurrency. The leader was the National Police of Ukraine — 322 declarations (15% of all cases). The prosecutor's office is not far behind, with 240 declarations. Judges were in third place with 227 declared crypto assets. City-level officials reported 119 declarations. The Armed Forces of Ukraine and the National Anti-Corruption Bureau declared the least cryptocurrency — 77 and 38 declarations, respectively.
As expected, the largest number of officials with crypto assets was found in Kyiv and the region — 582 and 185, respectively. Next are: Kharkiv region — 172, Dnipropetrovsk region — 167, and Lviv region — 133. Information on the remaining regions can be found on the research page .
The most popular crypto asset among officials was the crypto-dollar Tether (USDT) — 802 civil servants. Bitcoin (BTC, XBT) took second place — 731 declarations. Ethereum (ETH) was declared by 713 officials.
The leader in the number of declared bitcoins was Oleg Bondarenko, the head of the parliamentary Committee on Environmental Policy. He has 80 BTC, which is estimated at 279.4 million hryvnias as of April 1. The largest number of Ethereum (ETH) was declared by MP Serhiy Maizel - he has 200 tokens worth 15.5 million hryvnias. But the record holder in the volume of crypto dollars was Vitaly Brovko, the head of the department of the Prosecutor General's Office, who declared 847,908 USDT worth about 35 million hryvnias.
Opendatabot reports that the list could be headed by the former Deputy Head of the State Service for Geology and Subsoil, Roman Saramaga, who in 2021 indicated 380.95 BTC in his declaration, which as of April 1, 2025 is equivalent to 1.33 billion hryvnias, however, he declared the loss of access to his assets.
A similar situation exists for Igor Osipov, a deputy of the Podilskyi District Council of the Odessa region. Previously, he declared 1,800 ETH (now it is over 140 million hryvnias), but in last year's report he noted that he had also lost access to his digital assets.
