GovTech company Kitsoft will develop the second part of the gambling monitoring system for almost UAH 36 million: how the tender went
The State Agency PlayCity announced the results of open tenders in the Prozorro system for the development of the second stage of the State Online Gambling Monitoring System (DSOM). How the tender went
The winner of the tender was GovTech company Kitsoft (Computer Information Technologies LLC). It offered to fulfill the order for UAH 35,999,975, which is UAH 1,383,358 less than the expected cost (UAH 37,383,333.33).
Kitsoft’s competitor in the auction was the Odesa IT company «KODY UKRAINE» LLC with a lower price offer — UAH 35,626,000. However, its application was rejected because the participant did not eliminate the identified deficiencies within 24 hours after the requirement was published in the Prozorro system.
About Kitsoft
The company has many years of experience in creating government digital products and high-load systems. Its technologies were used in the implementation of the Diya portal and the eMalyatko, e-Resident, e-Entrepreneur, Kyiv Digital, and e-Consul services.
The first part of the development was also carried out by Kitsoft, winning the first bid in September with a bid of UAH 25,944,999. At that time, its rivals were Kedrtech LLC and Strimko Ukraine LLC.
Kedrtech LLC offered the lowest price — UAH 19 million, but its offer was rejected due to the lack of tender security.
What does the second phase of the DSOM entail?
As PlayCity reported in a press release, the second stage of the DSOM development shifts state supervision from controlling individual transactions to comprehensive monitoring of the entire gambling market. While the first stage focused only on financial transactions, the new functionality will cover the full game cycle: from making a deposit and bet to paying out winnings.
The implementation and launch of the updates are planned for the current year.
Key features of the second phase:
recording game results and accounting for game substitutes for hryvnia;
monitoring the operation and technical parameters of slot machines;
providing access to system data for the NBU, the Ministry of Finance, the State Financial Monitoring Service and other state institutions;
Supervision of compliance with the rules of responsible gaming.
The launch of the second stage will allow the state to collect the full amount of information required by law and conduct a full analysis of the activities of gambling organizers.
Recall that DSOM is a digital tool for transparency and control of the legal gambling market, the first phase of which was launched into test operation by PlayCity in April 2026: 28 out of 31 licensed operators have already connected to it to transfer depersonalized transaction data, and the upcoming second phase will expand this functionality with deep analytics of in-game processes.
