The Verkhovna Rada has approved new tax breaks for drone and electronic warfare manufacturers. What will change?
The Verkhovna Rada has supported two bills that are intended to reduce the cost of some defense procurement. In particular, components for the production of drones, electronic warfare equipment, ammunition, and other weapons will be exempted from VAT and import duties, regardless of where the money for the purchase comes from.

The Verkhovna Rada announced this. These are draft laws No. 15463-1 and No. 15464-1.
Now, if a Ukrainian manufacturer imports components for drones or electronic warfare under a contract funded by a foreign state or international aid program, it will be able to receive the same tax benefits as in the case of purchases using Ukrainian budget funds. Previously, different rules depending on the source of funding could create problems during the implementation of international treaties, intergovernmental agreements, and military and technical assistance programs.
The relevant parliamentary committee noted that such tax exemptions in themselves do not comply with EU legislation. At the same time, Ukraine can apply them as an exception for national security reasons, as provided for in the Association Agreement.
In addition, the Council expanded benefits for ATVs and quadricycles used by the Security and Defense Forces. Their import will be exempt from VAT, excise duty, and import duty.
Earlier, dev.ua wrote that the Verkhovna Rada had already expanded tax and customs benefits for drone manufacturers. In particular, at the end of 2025, deputies allowed the import of components not only for production and repair, but also for UAV modernization without paying VAT and customs duties, and also simplified some customs procedures for defense enterprises.
