In Vinnytsia, a programmer appealed a 17,000 UAH fine from the RSSC for violating military registration rules. What was the court's decision?

According to the case materials, on February 14, 2025, enforcement proceedings were initiated against the programmer to pay a fine of UAH 17,000 imposed on him back in October 2024 for violating military registration rules.
According to the court, the man, who appears in the case as a private entrepreneur and programmer, was wanted and had not updated his military registration data.
During the preparation of the administrative offense report, the man refused to provide an explanation of the essence of the offense set forth in the report.
The plaintiff’s representative believes that the resolution on the administrative offense case is illegal, since it was adopted in violation of current legislation, and therefore cannot remain in legal force and is subject to cancellation.
After all, according to the MSEC Certificate Series 12 AAG dated November 28, 2023, the man is a disabled person of the second group of childhood (mental illness) and requires constant external care and is not aware of his actions.
Having examined all the evidence, the court decided to cancel the resolution on the fine in the amount of UAH 17,000 and close the case. It also decided to collect a court fee in the amount of UAH 605.6 from the budget.
An appeal against a court decision may be filed directly with the Seventh Administrative Court of Appeal within ten days from the date of its pronouncement.
