On December 18, 2024, the Verkhovna Rada adopted the law on the Unified Register of Military Personnel, but it was later vetoed by President Volodymyr Zelenskyy, as it provided for the inclusion of data on intelligence and SBU servicemen.
Today, June 17, the Rada as a whole adopted a new version of this law, taking into account the President's proposals.
265 MPs voted for the new version of the bill today. According to it, the Register will include data only from servicemen of the Armed Forces of Ukraine and the State Special Transport Service.
Recall that bill No. 12066 provides for the creation of a single state register for military personnel and new electronic services for their families.
Also, each serviceman will be assigned a Military ID. This will allow exchanging data with state registries without using personal data and paperwork, queues. It will also provide military personnel with the opportunity to buy fuel and tickets with special discounts, in particular through the Army+ platform.
Assistance to families of military personnel will be provided through electronic services, with social guarantees and benefits.
According to Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization, the registry will allow:
receive accurate and up-to-date data on personnel;
generate analytics from the reserve in real time;
reduce the impact of the human factor on processes.
The registry will operate in Ukraine — under the full and 24-hour control of the Cyber Incident Response Center.
"This is not just a technical solution - we are creating an ecosystem of services for the military, which will allow us to quickly fulfill needs without queues, certificates, and paperwork thanks to interaction through a unique military identifier, MIL-ID," Chernogorenko noted .
