The document, which was supposed to eliminate the current preferential threshold of 150 euros, did not receive enough votes to even be sent for a second reading. Only 222 parliamentarians voted for this decision, out of the 226 minimum required.
Since the Rada failed to pass the bill, the document is officially considered rejected. For now, the limit for duty-free import of goods in parcels remains unchanged.
At the same time, the head of the Verkhovna Rada Finance Committee, Danylo Hetmantsev, who supports the changes, emphasized the critical need to fill the budget for the country's survival, leveling the playing field for Ukrainian business compared to Chinese platforms, as well as eliminating shadow schemes and adapting customs legislation to European standards.
On the other hand, the initiative encountered stiff resistance and public discontent due to the prospect of introducing an additional 20% VAT on foreign shipments.
Recall that Ukraine must adopt a law on the introduction of VAT on cheap imported parcels (up to €150), otherwise it risks disrupting the $8.1 billion financing program from the International Monetary Fund.
