Ukraine will gain access to the EU Cybersecurity Reserve: what does this mean?

The cybersecurity reserve consists of trusted providers who can intervene in the event of a significant or large-scale cyber-attack at the request of a Member State or EU institutions, agencies and bodies.
Therefore, access to the Reserve provides Ukraine with the opportunity to receive assistance from certified European experts for protection, deterrence of attacks, and rapid recovery in the event of large-scale cyberattacks on state information systems, websites, power grids, or other critical infrastructure facilities.
"This is an important signal of support from European partners and another step towards strengthening the country's cyber resilience. We are grateful to the European Union for its systematic and consistent support in the fight against the enemy on the battlefield and in the digital world," said Mykhailo Fedorov.
The European Union Cyber Solidarity Act (CSA) entered into force on 4 February 2025. The CSA aims to harmonise and strengthen cooperation between EU authorities to improve their ability to detect and respond to large-scale cyber threats.
The CSA created the EU Cybersecurity Reserve, which companies joined as trusted providers of cybersecurity response services.
To ensure the selection of qualified private service providers, the CSA has established minimum criteria and requirements that must be included in tender announcements.
